Here are some awesome tips (assuming you use Paint Tol Sai):
-For the water, you paint the most bottom layer the water color.
-Then using Overlay (layer options), paint blue where their bodies are underneath the water. Blur/water tool it smooth.
You can keep repeating this until you get the look you want.
-Then above your Overlay layers, use a Normal or Luminosity (whichever works best) and use a white pen tool, and outline where the skin/body/clothes meet the water. You did it a little, but it needs to be RIGHT where they meet.
Think of it like sea foam.
